beneath the twenty-one rooms 

   of her paper-wasp nest

This reminds me of the beginnings of a Lewis Carrol, in some way, humanizing her, i see her more as an Alice in Wonderland character, sitting on top of a paper throne, with a golden paper crown, and a paper lace gown.
