Why are they so hard to say?
Because, just because

I know it will make you happy to hear them
I'm not sure if I'm ready to say them yet
Still

Your entire goal was just to hear these
THREE
LITTLE
WORDS

Are you unsuccessful because I do not say them?
No
You know that.

Your mission succeeded.
I guess I'm proud of you
but still I hesitate with these words

Finally
a deep breathe
I let the words out
You. Broke. Me.

this is so very sad... and right to the very end, you lead the reader into thinking that you're fixing to say i love you, which makes the end quite a zinger. well done.
