because the haves have the means to step on the have-nots and kick them in their faces, and they like it. because it is fun. (when i make my first million, that's precisely what i plan to do to my ex)

A good man will share his food with the hungry,
A great man will share his wealth with the needy
But the Rich man? He gives naught but the toil of others to be the richest corpse in the graveyard. Yet this is the man whom we applaud and give title and accolades.

Perhaps, at least in part, it is because more often than not it is those who have the financial means - their own and the donations they attract - who are elected to make the laws, the first of which (unwritten but clearly understood) is to protect the wealth that got them there.
